The Hios

Open School to cater to the needs of a heterogeneous group of learners up to pre-degree level. It was started as a project with in-built flexibilities by the Central Board of Secondary Education (CBSE) in 1979. In 1986, the National Policy on Education suggested strengthening of Open School System for extending open learning facilities in a phased manner at secondary level all over the country as an independent system with its own curriculum and examination leading to certification.

Consequently, the Ministry of Human Resource Development (MHRD), Government of India set up the National Open School (NOS) in November 1989. The pilot project of CBSE on Open School was amalgamated with NOS. Through a Resolution (No. F.5-24/90 Sch.3 dated 14 September 1990 published in the Gazette of India on 20 October 1990), the National Open School (NOS) was vested with the authority to register, examine and certify students registered with it up to pre-degree level courses. In July 2002, the Ministry of Human Resource Development amended the nomenclature of the organisation from the National Open School (NOS) to the National Institute of Open Schooling (NIOS) with a mission to provide relevant continuing education at school stage, up to pre-degree level through Open Learning system to prioritized client groups as an alternative to formal system, in pursuance of the normative national policy documents and in response to the need assessments of the people, and through it to make its share of contribution:

Welcome to Haryana Institute of Open Schooling(HIOS) With an objective to provide a highly flexible type of education to the Secondary/ Senior Secondary Education level to the children belonging to rural areas, scheduled caste/ scheduled tribe, women etc., providing quality education through Open and Distance Learning System, to enable over-aged dropouts complete their schooling and in view of the need to accelerate the pace and progress of secondary education, especially in rural conglomeration, Haryana Institute of open Schooling (HIOS) has been established by the "Alpha Technical Education" is Having Registered Office F-321 old m.b. road Ladosarai New Delhi-30.

The organization has been carrying out some research work also over the since 2006. With the aim and objective of enhancing and accelerating the enrolment/ retention at Vocational secondary and senior/ secondary level,The Haryana Institute of Open Schooling ’(HIOS) was proposed , established and monitered by parents organisation "ALPHA TECHNICAL EDUCATION TRUST " has been set up as an autonomous registered body under the Trust Registration Act, with its registered office at Delhi, to begin with the following objectives:

India has made progress in terms of increasing primary education attendance rate and expanding literacy to approximately three-fourths of the population. India's improved education system is often cited as one of the main contributors to the economic rise of India. However, India continues to face stern challenges. Despite growing investment in education, 25% of its population is still illiterate;only 15% of the students reach high school, and just 7% graduate. The situation at senior/ higher secondary education is still disheartening.

The quality of education is significantly poor as compared with major developing nations. It is also not possible for the government alone to create infrastructure for the growing number of students at secondary and senior secondary level. With a mission to provide relevant continuing education at school stage, up to pre-degree it is, therefore, important to open school with public-private partnership. To provide secondary and senior secondary education those belonging to disadvantaged groups (e.g. the Scheduled Castes, the Scheduled Tribes, Socially and Educationally disadvantaged classes and other socially, culturally, economically, geographically sections of the society, or such other factors as may be specified/ notified by the appropriate Government) and people belonging to weaker sections who are not able to get secondary and senior secondary education in the normal course of life.
